Acceptable Use Policy

1. Purpose and Scope

This Acceptable Use Policy ("AUP") governs your use of the CYNSUS platform, including all websites, applications, and services provided by CYNSUS LLC ("CYNSUS," "we," "us," or "our"). This AUP supplements and is incorporated into our Terms of Service.

CYNSUS is a civic-education platform that provides legislative tracking, bill analysis, information about elected officials, civic event information, and AI-powered civic-education tools. Our mission is to make civic engagement more accessible, transparent, and effective.

This AUP applies to all users, including individuals, organizations, nonprofits, government agencies, and any entity accessing CYNSUS services. By using the Platform, you agree to comply with this AUP. Violations may result in enforcement actions up to and including permanent account termination and referral to law enforcement.

2. Permitted Uses

CYNSUS is designed for lawful civic engagement, public policy research, and democratic participation. Permitted uses include:

  • Tracking legislation, bills, and regulatory activity across jurisdictions
  • Researching elected officials, their voting records, and public positions
  • Monitoring civic events such as public hearings, town halls, and government meetings
  • Exploring jurisdictions and legislative districts, including map-based views
  • Reviewing ballot information, including ballot measures
  • Using AI-powered tools to summarize, analyze, or understand legislative content
  • Setting alerts and saved searches for legislative and civic activity you follow
  • Organizing community civic engagement in compliance with applicable law
  • Conducting academic, journalistic, or nonprofit policy research for personal, non-commercial use consistent with the Terms of Service

3. Prohibited Uses

The following activities are strictly prohibited on the CYNSUS platform. This list is not exhaustive — CYNSUS reserves the right to determine, at its sole discretion, whether any conduct violates the spirit of this AUP.

3.1 Identity and Residency Misrepresentation

  • Providing false, misleading, or fraudulent identity information during account creation
  • Misrepresenting your residential address in order to appear as a constituent of a jurisdiction where you do not reside
  • Using another person's identity or credentials to access the Platform
  • Creating multiple accounts to circumvent enforcement actions or usage limits
  • Falsely claiming affiliation with a government agency, elected official, or organization

3.2 Impersonation

  • Impersonating any elected official, government employee, or public figure
  • Impersonating another CYNSUS user or any real person
  • Creating accounts or profiles that falsely suggest endorsement by or affiliation with any organization, government body, or official
  • Using the Platform in any way that could create a false impression that communications originate from a government entity

3.3 Harassment and Abuse

  • Harassing, threatening, intimidating, or stalking elected officials, government staff, or other users
  • Submitting content containing threats of violence, hate speech, or content intended to intimidate
  • Coordinating campaigns of harassment against any individual or group
  • Doxxing or publishing private personal information of officials, staff, or other users
  • Using the Platform to facilitate discrimination based on race, ethnicity, religion, gender, sexual orientation, disability, or other protected characteristics

3.4 Spam and Automated Abuse

  • Submitting spam, commercial solicitations, advertisements, or promotional material through any Platform feature
  • Using bots, scripts, or automated tools to interact with the Platform without written authorization
  • Engaging in any activity designed to disrupt, flood, or overburden the Platform or its users

3.5 Data Scraping and Unauthorized Harvesting

  • Scraping, crawling, or using automated means to extract data from the Platform without written authorization
  • Harvesting user information, email addresses, or personal data from the Platform
  • Building competing databases, datasets, or services using data obtained from CYNSUS
  • Using data mining, robots, or similar data-gathering tools on the Platform without written authorization
  • Using content or data obtained from CYNSUS to train, fine-tune, or develop any artificial-intelligence or machine-learning model (including large language models)

3.6 Resale and Unauthorized Redistribution

  • Reselling, sublicensing, or commercially redistributing CYNSUS data, analysis, or AI-generated outputs without a written agreement
  • Repackaging CYNSUS data or features for sale to third parties
  • Using CYNSUS data to build or enhance a competing product or service
  • Sharing account credentials or access tokens with unauthorized third parties
  • Removing or altering any copyright notices, trademarks, or attribution from CYNSUS content

3.7 Rate-Limit and Technical Abuse

  • Circumventing, disabling, or attempting to bypass rate limits, usage quotas, or access controls
  • Exceeding usage limits through technical workarounds, multiple accounts, or distributed requests
  • Reverse engineering, decompiling, or disassembling the Platform
  • Accessing or attempting to access features, endpoints, or data not included in your subscription plan
  • Probing, scanning, or testing the vulnerability of the Platform's systems or network security

3.8 AI Feature Misuse

  • Using AI-powered features to generate misleading, deceptive, or fabricated legislative analysis
  • Presenting AI-generated summaries or analysis as original human-authored research without disclosure
  • Using AI tools to create content that misrepresents the text, intent, or impact of legislation
  • Manipulating AI inputs to produce biased or distorted outputs intended to mislead others
  • Using AI-generated content to impersonate officials or fabricate official statements
  • Systematically exploiting AI features to exhaust credit allocations through non-productive queries

3.9 Election Law and Campaign Violations

  • Using the Platform to coordinate campaign activities that violate federal, state, or local election laws
  • Facilitating illegal campaign contributions or undisclosed political expenditures
  • Coordinating voter suppression, voter intimidation, or election interference activities
  • Using the Platform to disseminate election-related disinformation

3.10 Undisclosed Commercial Lobbying

  • Using the Platform for commercial lobbying activities without proper disclosure as required by applicable lobbying registration and disclosure laws
  • Using individual citizen accounts to conduct lobbying or advocacy activities on behalf of a corporate or organizational client
  • Misrepresenting grassroots advocacy as organic when it is funded, directed, or coordinated by a commercial entity (astroturfing)

3.11 Platform Integrity

  • Introducing viruses, malware, ransomware, or other malicious code into the Platform
  • Attempting to gain unauthorized access to Platform systems, servers, or other users' accounts
  • Interfering with or disrupting the Platform's operation, availability, or performance
  • Using the Platform for any activity that is illegal under federal, state, or local law

4. Organization Account Responsibilities

Organizations using CYNSUS through Organization accounts bear additional responsibilities:

  • Administrator accountability: Organization administrators are responsible for ensuring that all members added to the organization account comply with this AUP and the Terms of Service
  • Member conduct: Organizations are liable for the actions of their members when those members use the Platform under the organization's account or on the organization's behalf
  • Onboarding obligation: Organization administrators must ensure that all members are made aware of and agree to this AUP before granting Platform access
  • Prompt remediation: Upon becoming aware of a member's violation of this AUP, organization administrators must take immediate corrective action, including removing the member's access if necessary
  • Usage monitoring: Organizations must not instruct, encourage, or incentivize their members to engage in prohibited conduct
  • Accurate representation: Organizations must accurately represent their identity, mission, and the nature of their activities on the Platform

CYNSUS reserves the right to suspend or terminate an entire organization account if systemic or repeated violations by members indicate a failure of organizational oversight.

5. Enforcement Actions

CYNSUS reserves the right to investigate and take enforcement action against any violation of this AUP. Enforcement actions are applied at our sole discretion and may include one or more of the following:

  • Written warning: A formal notice identifying the violation and requiring immediate corrective action
  • Feature restriction: Temporary or permanent loss of access to specific features, such as AI tools or alerts
  • Account suspension: Temporary suspension of all account access for a defined period (typically 7 to 90 days, depending on severity)
  • Permanent termination: Permanent ban from the Platform, including prohibition on creating new accounts. No refund of subscription fees will be issued for accounts terminated due to AUP violations
  • Organization-wide action: Suspension or termination of an entire organization account when violations are systemic or attributable to organizational direction
  • Data preservation: Retention of account data and activity logs related to the violation for potential legal proceedings
  • Law enforcement referral: Reporting of credible threats of violence, illegal activity, or election law violations to appropriate federal, state, or local law enforcement agencies

CYNSUS is not required to provide advance notice before taking enforcement action, particularly in cases involving threats of violence, illegal activity, or imminent harm. We may, but are not obligated to, provide an opportunity for the user to address the violation before taking action.

Enforcement decisions are final and are not subject to appeal except where required by applicable law.

6. Reporting Violations

If you become aware of any conduct that violates this Acceptable Use Policy, we encourage you to report it promptly:

  • Email: Send a detailed report to legal@cynsus.org, including the nature of the violation, any relevant usernames or URLs, and supporting evidence
  • In-platform tools: Where reporting or feedback tools are available within the Platform, you may also use them to flag content or behavior

All reports are reviewed by CYNSUS. We will not disclose the identity of the reporter to the reported party unless required by law. Submitting knowingly false or frivolous reports is itself a violation of this AUP.

7. Modifications to This Policy

CYNSUS reserves the right to modify this Acceptable Use Policy at any time. Material changes will be communicated through the Platform or via email to registered users. Your continued use of the Platform after modifications are posted constitutes acceptance of the updated AUP. We recommend reviewing this policy periodically.
